I have been a Chatham Councillor since 1998.  Prior to the amalgamation of Chatham-Kent, I served as a City of Chatham Alderman for twelve years and a Kent Country School Trustee for three years.  I have served as the President of the Kent Law Association, Police Commission Chairman, President of the Chatham Rotary Club, Director of the Heart and Stroke Association and Library trustee. I was honoured to be named a Paul Harris Fellow by Rotary International.

 

In 2011, I was presented with the Ontario Volunteer Service award by the Minister of Citizenship and Immigration. In 2012, I was presented with the Ontario Municipal Affairs award for service in Municipal Government exemplary.

 

I have also served as a corporate Director on the Board of Entegrus Power Company and CK Transmission company.

 

Education

Born and raised in Chatham-Kent, I am a graduate of John McGregor Secondary School. I earned a Bachelor of Arts (B.A.) in Political Science and an LL.B. (Bachelor of Law) at the University of Western Ontario and received my call to the bar in 1980. Always looking to expand my skills, I completed the Advanced Finance Program at McGill University’s School of Business and the Executive Business Administration program at Queen’s University School of Business.

Experience

I have practiced law for over 35 years. Originally with McFalls, Stevens and Sulman and until 1985 with O'Brien, Jacklin, O'Brien & Sulman. I was recruited from there by Union Gas to head their legal department in 1985 and advanced within the company to become

Vice-President.

 

While I was Vice-President at Union Gas Limited I also held several senior positions at other companies. I was the President of Mercap Insurance Ltd. of Bermuda and was Vice-Chairman of St. Clair Pipelines Ltd. 

 

I returned in private practice in 1996 as a senior partner in a 36 lawyer law firm, Parion Raphael with offices in Toronto, Windsor, Chatham, Leamington and Tilbury, and remained legal counsel to Union Gas and other local companies.

 

In 2008 I incorporated the Douglas A. Sulman Professional Corporation.

 

I have extensive experience in Wills and Estates, Real Estate matters and in Estate, Employment and Personal Injury litigation. I have appeared before numerous tribunals such as the Ontario and National Energy Boards, The Assessment Appeal Board, The Ontario Labour Board, The Ontario and Canadian Labour Boards and all levels of Provincial and Federal Courts.
